I think the answer is yes, but I'd like to confirm. The project doesn't work on Windows, is that correct? Do I need to have Linux in order to be able to download WUs to crunch?

Yes BUT...if you were to setup Linux under Windows, WSL, then yes you could crunch the tasks in that workspace. It would be like working in an Office building and walking to the cubicle next to you to do something on a different pc.
